EDM Server service won't start after installing an update

Background

This issue can occur if any registered vaults are stored in MS SQL Server.

Description

After installing Meridian Enterprise 2018 R2 Update 1 or 2019 R2, the EDM Server service may not start if any registered vaults are stored in MS SQL Server and the Microsoft OLE DB Driver for SQL Server is not installed.
